This is a common expression in offline casinos providing customers the opportunity to play craps. The term can hardly be considered slang  since it has long and firmly entered into use. 

Description

Shooter – craps player who rolls the dice.

If there are several customers at the table, the right to be a shooter available in turn. The shooter must roll the dice by following certain rules. For example, the bones must necessarily hit the far side.

It is believed that professional shooters can throw away a certain the number of points on the dice, although many skeptics question the possibility the development of such a skill. 

Shooters from among the scammers replace the bones of the institution with their " charged» cubes, allowing them to achieve the desired result.
