It's a term from offline gambling. The position of runner is provided in many large casinos, which are visited by large customers who require a special level of service.  

Description

Runner – a casino employee who collects money for gaming tables takes them to the cashier and return chips for this amount.

This position is more common in reputable casinos. In small the maximum amount of money is carried out only at the Cash Desk. Sometimes duties the runner performs cashier.
